Every DC fast charging port built with federal highway funding in the United States must still carry a permanently attached CCS Type 1 connector, even as the vehicles pulling into urban sites increasingly arrive with a native North American Charging Standard inlet. That gap between the connector the rule requires and the connector the fleet uses is now the most consequential question facing charge point operators, hardware manufacturers, property owners, and municipal fleet managers in dense markets. It is not a forecasting problem. It is a decision that must be made for every stall made this year.

The Standard Is Finished, and the Federal Rule Has Not Moved with It

The standardization work itself is complete. SAE International published the connector as a Technical Information Report under the designation J3400 in December 2023, elevated it to a Recommended Practice in September 2024, and completed the supporting family with J3400/1 covering adapters in April 2025 and J3400/2 covering connectors and inlets in May 2025. The published standard raises the voltage ceiling above the original proprietary hardware, releases mechanical drawings to any manufacturer, and puts the connector into a form that can be cited in regulation and in tender documents. Certification of adapters under UL 2252 began in 2025, giving buyers a documented conformance route rather than a supplier claim of compatibility.

Federal funding requirements have not kept pace with that progress. Part 680 of Title 23 of the Code of Federal Regulations establishes minimum standards for chargers funded under Title 23, including the National Electric Vehicle Infrastructure Formula Program. Section 680.106 requires each DC fast charging port to support any CCS-compliant vehicle and include at least one permanently attached CCS Type 1 connector. That text remains in force in the current edition of the electronic Code of Federal Regulations. The Federal Highway Administration confirmed in December 2024 that J3400 connectors and equipment are eligible for funding. But only where the required CCS connector is also present, so dual-standard deployment remains the only compliant configuration at federally supported sites. The revised interim final program guidance the agency issued on 11 August 2025, which replaced all previous guidance and reopened state plan submissions, did not disturb the connector requirement.

Why the Connector Question Is Really an Asset Life Question

In dense urban deployments, the consequence is physical rather than theoretical. Curbside posts, multi-family garages, and constrained forecourts have little room for duplicated cable management, and every additional connector adds weight, handling difficulty, maintenance exposure, and cost to a stall that may be the only one on the block. Operators are splitting their portfolios in response, specifying dual-standard hardware wherever federal or state funds are involved and native hardware elsewhere, while writing conformance to the published SAE standard, rather than a general claim of compatibility, into their specifications. Utilities and property owners underwriting make-ready work face the same decision in reverse, because conduit, panel capacity, and stall geometry committed today will outlive several vehicle model cycles.

For infrastructure investors and regulators, the exposure sits in residual value. Hardware manufacturers are adopting dual-connector cabinets to reduce stranding risk, shifting value toward ease of service and clear upgrade paths. Fleet operators and transit agencies running mixed-age vehicles need adapter policy, driver training, and stall assignment rules that survive contact with daily operation. Municipal authorities specifying charging in the public right of way are increasingly expected to justify connector mix against the local vehicle base rather than a national average, which is a materially different calculation in a market with an unusually large installed proprietary charging footprint.
